It is meant as the ability to copy a shape. A fundamental exercise that was used a lot in the 19th century was to make the students copy straight lines from a distance of 1-2 meters perfectly so they'd have an exact copy. This trained their eyes to see the world in very exact measurements in cm/whatever they used. It was more usefull for those who would later work in other trades.

But the idea of being able to measure anything with just horizontal and diagonal lines by eye has been largely lost in the public schooling system. Which is a shame because training the eye to see is the first step to appreciating the world. After all what we cannot comprehend we cannot see.
