hey guys how to achieve a painterly feel combined with such a smooth blending? The artist uses only PS, but doesn't want to share his brushes nor give a tip to his secrets :/

Particularly this .. wetness effect I guess

Zedig is the only western artist that I know of, who's got a slightly similar render style (just for clothing though)
