The nit depends how much is the difference between the hair and skin values, if her skin is also pretty bright then there isn't much needed to be done, you can keep them similar light/white value and make the hair have greater contrast (Adding more shadows and highlights) at places in general as it is a more reflective than dry skin.

Failing that you just have to train yourself to see lighter value shifts better and make the darker one just slightly.

Pic not by me googled it with "Blond anime girl" but when I pull of saturation you can see how it changes. The one on the bottom right of Android18 is a pencil drawing that in a colored photo.
