yeah, that is actual plagiarism IF the artist was making money off of it, claiming the works as their originals, or gaining any financial benefit and was hurting the original artist

Poses can not be copyrighted or intellectually protected

and unless the work has been copied 1:1, you can't say anything.
It's another matter is one person was doing works who resemble another individual persons's works.
Or if most of the works of a person resemble the works of multiple artists but that's really a hard thing to prove since by not diving in deep.

Plagiarism is more of a generalizing legal term than something you can just throw around because some artists do the same work as you but you happen to upload it first.
There is too much to even cover shallowly

And artists are attention whores who don't know jackshit anyway. You get such people every month; claiming their art got plagiarized.
