The picture has an example. He wants to draw the inside rectangle so that it's aligned to the same center as the bigger rectangle.
So he has to ensure that the diagonal crosses of both intersect on the same midpoint.
It's useful whenever you want to draw two different-sized rectangles that have some kind of center-alignment, see pic.
