If you're just trying to get a color palette out of an image, there are a lot of ways to do that. You can save for web > gif, lower the number of colors until you get a simplified enough palette, then manually delete the ones you don't want from the color table. You can also resize an image way down using nearest neighbour sampling, then scale it back up.
Or you can use any of the near-infinite apps out there.
