Yeah I'd definitely focus on the overall form first. Of course you can add facial features or sketch the hands roughly right from the beginning, but dont go into unimportant detail like hair, clothing folds etc until you figure out the whole figure because you need to know the perspective first. Every detail needs to "submit" to that perspective. I dont like giving advice like "dont do B until you're done with A", with drawing its better to follow your instinct, but beginners tend to get too focused on scribbling some unimportant detail while the rest of the figure is completely wrong, thats what Im trying to say here. So if you want to draw the face, draw it. Just keep an eye on your clock and if you notice you've been drawing hands for last 15 minutes but there's no legs in sight, its time to draw them.
I think you should work with larger canvas or zoom in more, give your arm more movement space. Your tablet size doesnt matter. And please remember to limit the number of your lines, this is especially important in cartoons where lines need to be flowy and exaggarated. Again, more moving space will help with that. Your figures are also pretty stiff right now. Check picrel, i remember it helped me a lot when i used to draw stiff, "puffy" figures.
