Well, for one, you didn't resize the image AT ALL and two, I can't really make out what this is? I think you didn't rotate it properly either.
It will take a while even for you to get to the point of making decent looking lines, but it really is the key. I highly recommend Drawabox

Now, obviously, don't just spend all of your time grinding out lines and boxes. The thing I recommend isn't to draw only to improve aimlessly. Pick a goal, which for you is to draw anime girls, and then focus on that. Drawing what you enjoy will drive you to improve a lot more than just drawing stupid shit like boxes you don't care about.

Pic related, it's a bit outdated, but after I discovered drawabox my line quality and drawing mindset instantly improved. I don't want to appear like I'm "subtle bragging" or anything, but I started 313 days ago and went from the left set of images to making this >>4132184 and while I honestly REALLY don't want to be relegated to drawing anime girls it's proof that it doesn't take much to improve. I only draw about an hour a day too, so I could(and should) be drawing a LOT more and I'd improve even faster.

Basically, you can do it. I hope you aren't discouraged so quickly. If you start RIGHT NOW and practice every single day, 10 years from now, you'll have 10 years of experience. If you give up, 10 years from now you're regret giving up and never know what was.
