A better question would be is there any reason to have nudity in story telling artforms?

In an anime, why have so much fan service when it doesn't do anything to progress the story.

In battle, a girls shirt gets ripped apart by a magic fireball and her breasts are exposed. Can you pass this off as realism? Or are you simply pandering as you could have made it in a way that doesn't destroy her clothes. That's the grey area i'm interested in.
