A lot of your measurement problems can actually be fixed by just better and cleaner blending.

First, check your values. Some areas are darker or brighter than the reference. Your nose and eyes for instance have a lot of thick dark brush strokes. But the reference has cleaner shades of slightly lighter gray. If you lighten and thin them out it will help with the blending. The lip has too many different shades of gray compared to the reference. Your highlights are also too much in some places.

Everything is fine in measurement but looks off because of the large and muddy brush strokes. Clean up the values. Try to blend all your values together and it will look closer to the reference.
