I think the scale of the circle was more or less ok, the issue was that I pulled the jaw too close to the cranium which caused me to raise the eyes to compensate, making the overall face look bigger. I also just need to draw the eyes shorter in general, and maybe start putting down eye lines instead of brow lines.
