I started two months ago, so I am no expert. You shouldn't really strive to do a specific "art style" because what really matters is the fundamentals underneath. At least from what I know, you draw a basic mannequin and what details you add onto that is what makes up the "Art style". Even professionals who "draw anime art style" are using basic fundamentals of anatomy and shapes and shit to make up their characters, then use the details to distort those characters into anime shit.

As for you, if you want to draw cartoony/basic shapes/flash animation sort of style, then you should focus on drawing basic shapes. Tutorials/practicing can get really boring. You need to use tutorials and practice but also draw what you want by yourself sometimes too. I recommend "DrawaBox" located here:

It really gets down to the "fundamentals" and shit. It even recommends paper and pens that you should use for the exercises.
