Lot of variables here. Think you'll find the general consensus is "no rules, just tools". It really comes down to the overall aesthetic. Here's a cross-section of line color and approaches to illustrate. Find the artwork that appeals to you and experiment. If you're digital, ink and color your drawing, then lock/ duplicate the line layer and just try stuff out. See what pops for you.
