This is what I would do to figure out where to place the horizon line. First, draw a rough sketch with alll the elements that I want in the picture without worrying about perspective. Figure out what will be in the foreground, what will be in the middle, and what will be in the background. Then I would identify the horizontal planes in the picture. There are four planes in this sketch that could serve as the basis for the horizon line: the water line, the ship deck, the cliff, and the beacon room. Based on youe answer, placing the horizon line at cliff level would be a good choice. The problem is that you also want the boat to be close to the viewer, which means that it would need to be in the foreground, which means it would have to be at cliff level in order to be seen. Determine what the focal point of the picture is: the boat or the lighthouse. You can't have both in the foreground.
