You have to draw characters, objects, anything that you like regardless of the quality. Simply doing this is enjoyable, but if you try to bank on every sketch or even every ten that you make being a masterpiece you're setting yourself up for failure. Everyone has 100 bad sketches in them you but you just need to get them out of you. When you finish and something doesn't look right you shouldn't be disappointed you should go "holy shit something I can improve on". Go ahead and draw the catgirl from your image, you must like her to have posted it. If it looks off just reference the manga, you'll get closer.
