I believe you shouldn't see this as something that can be measured per hour, because it might give you false hopes in the future and think "I've spent x amount of hours with diminishing returns." Just try to draw when the opportunity shows up and UNDERSTAND what you're doing, take for example a sketch from a reference, stop and ask yourself "Does it get close/looks like what I'm trying to draw?"

You need to think things through to get good, bruteforcing the process might help develop some muscle memory but that can only get you so far. Pinpoint the mistakes you find and solve them, either by asking for help from someone else who's good at this or by yourself if it's possible.
