This probably isn't even an unpopular thing but I really like old anime backgrounds, this particular style where things look kinda washed out, the whites look like they're glowing.
I can't help but hear circadas chirping in my head everytime I look at this
They're so calm and peaceful

I want to learn to paint backgrounds like this just to do them, not for an anime or anything, just the aesthetic, with the grain and washed out colours to go with it

How would one go about replicating this low quality tv rip look that old anime has?
The noise, the particular colour palette, the way whites seem to be over exposed and their brightness leaks out of the space it fills, the way the lines are pure black but don't stand out as gareish.. I don't know what it is that gives it that look
