It could be
a) People don't know how much to charge
b) Artists underestimating themselves
c) Artists trying to keep competitive prices
d) Third-worlders from countries where even $100 is like half a year of normal work

That said, sometimes art is more about clout than skill. Magister charges $2500 minimum per piece. And I remember Asanagi at some point had Pixiv Requst, or Skeb, or something, and charged $5000 per drawing.
