So, I'm a fucking retard when it comes to perspective but there's this one question that I think I know the answer to but just need affirmation.

In Ernest's drawing, the line represents the eye level, which is understandable enough. Yet, I can still see the subjects below that eye level too. Like, I can look down, look up, look left of that image. I thought that if I looked up, then the eye level changes.

Does the eye level mean the height of the eyes? And not the direction it's looking at?
