What do you mean it's often ignored? Most art instructional books talk about it at length. There is an entire chapter dedicated to it on Drawing on the Right Side of the Brain. I would also highly recommend looking at design books too as they have a heavy focus on composition as well.

If you wonder why it doesn't come up in critique here it's because character against white background is most of what is is posted which leaves little room for interesting or unique composition. Also typically with /beg/ level work there are a lot more pressing matters than the composition.

Stylization is literally doing things wrong on purpose. Anime eyes are "wrong" because they are too large but that's part of the stylization process. Picrel is "wrong" as well but it's obviously intentionally stylized that way.

Don't be that retard who thinks more realistic = more better.
