it's for your eyes.
if you can't accurately measure the proportion and shapes of something you are seeing, you probably will fail really hard at drawing as well. it's one of the most basic requirements.
you just need to practice it enough so you know your eyes aren't fucking you over.
after that, it's not a necessity to perfect it, at least for animu and cartooning.

that being said it's still recommended. the ability to draw what you see is useful in many other ways as well.
