You can still have masculine features and be feminine.

The most important part of character design is the silhouette. If a woman has a small waist, in comparison to her hips, she will look more feminine. She can have muscles and still look feminine if you keep that in mind

This goes for the face as well, and how the features are placed on it. If the eyes are large, mouth and nose are small (still you can tweak these things)
You can have masculine features like large brows or a square jaw, and still look feminine.

I often see western artists who get caught up on small details, like big breasts/butts, full lips, long hair... and completely ignore the silhouette.
Thus making broad-shouldered, "manly" looking females, even though all of the secondary sexual characteristics are there.
