Pros and cons:
Tablet PC
+ All in one
+ Portability
+/- Glass screen for everything not Wacom
- if it breaks, press F to pay respects
- small working area
- one screen for everything / scratches / etc
- locked to specs

Separate tablet
+ Freedom in terms of PC specs
+ Can buy either a drawing tablet or one with a screen
+ If you buy one with a screen, you effectively gain an extra monitor
- need another PC that isn't a toaster
- limited portability
- for screen tablets not Wacom, screen calibration is a bitch
- extra desk space

If your friend travels alot, an all-in-one doesn't sound too bad as an option. I'd only recommend the Surface or the MobileStudioPro though. Anything less than 13" would be cramped.
