You're only getting the silhouette inside this green box. His legs blend into the pillar and make his silhouette pretty unrecognizable at a glance. He should really hang further out to help with that problem, also to help differentiate him from the rest of the very vertical elements of the composition. Right now he seems very stiff. It could also help if his head was actually turned towards his target, and not just off to stage right.
Also I've circled a number of little annoying overlaps. If you're going with this kind of illustrative style, that's something to pay close attention to.

The problem isn't just with colors or values, it's the composition that's very static in itself. The changes you're making are very minor and you seem to have hit a roadblock. Try sketching out a new composition with the same subject matter, but go crazy with it. Make the ninja stand out, but not with color. Black and white. Diagonals, bam boom. Look up some ninjas in crazy poses. Make him zig while the world around him stays zagged. Or he quietly zags on a pillar as the world zigs around him.
