I used to take payment aftet sending the initial sketch. Only once was I not paid after the sketch and the commission was dropped, didnt care to ask them again since it was dumb fetish crap. Now that I have more of a reputation to keep I take payment upfront, if they dont like it they can either pay half up front and half after the sketch or go away.
Never send the completed artwork without being paid next time. You're literally working for free because they can just take whatever you sent so far and block you. Ask for their paypal email and send them an invoice and make sure they pay.
I mostly take input from the client at the sketch phase and adjust it up to 3 times. More than that they can just say they dont like it and have it cancelled but that never happened. If I finish the artwork they sometimes ask for a minor change, I just do an over paint which is easy
