You're going to want to paint big then cut into the shape. You can do the block in after line art or do it like I did in pic related. Notice how the hair has a similar colors throughout that are all similar but slightly different blues. The outlined red shape in bottom left corner is one of these different hues. You try to implement these in the block in of you're bases and then can change and refine them a bit later.

You have the right Idea anon in your attempts, your doing well. Proportional drawing is hard, it's simple but not easy to do. Try using more plumb lines and take your time. Using vertical and horizontal lines to see what aligns and how far something doesn't align from that line is a skill. Try doing it with some simple primitives instead. Try putting onto paper the bounding box of a can of soup and tomato or any simple still life to give you easier subject matter to work from.
I'll get an example ready by what I mean.
