Anon first you need to put down the all the major colors and shapes. For example put all the hair down instead of one some braid and then detail that. It causes the mind to get tunnel visioned, which mean the focus starts to narrow on one small part of the picture which gets overly detailed and then it will stick out from the rest like a sore thumb while the rest become unfinished. It is essential that you keep of the whole picture in mind, it is more than the sum of its parts.

Next, pick a light direction for your main light source. As soon as you do that everything will become way simpler, you will be able to find the lights and shadows easier.and know what part to be brighter and which part to be darker.

Those two are simple ideas you can apply to any picture.

After that it is about knowing your anatomy, stylizing the face and your rendering skills. These will get better with mileage and practice. On yours I would say push the values wide, ad lighter lights and darker darks while keeping the midtones consistent. Pushing that will make the form read better.
