To me, Dragon's Heaven looks a lot like the work of Jean "Moebius" Giraud. I'm fairly certain it's an intentional homage.

Wizards *should* remind you of Vaughn Bodē. Ralph Bakshi based some of the characters on Bodē's underground comix. I haven't heard he himself say anything about it, but his daughter defends him, claiming that Bakshi and Bodē were good friends back in the day in New York, and that Bakshi had tacit permission to borrow them.

Additionally, if you look closely, you will see familiar-looking work in the backgrounds - particularly the scenes set in Skorch, the bad lands of the mutant wizard Blackwolf. Bakshi shanghaied famed illustrator Ian Milller and got him to create matte paintings for the film.

I agree. Ralph Bakshi weaseled Miller into working with him on Wizards. Many of the background paintings - particularly those in Skorch, the domain of the mutant wizard Blackwolf - were made from Miller's paintings.

I didn't know this until I was reading a book of his works, but Ian Miller collaborated with Ralph Bakshi on Wizards. His drawings and paintings formed the backgrounds of many scenes.

I recently picked up a book of Miller's work, and was surprised to learn that he worked with Ralph Bakshi on Wizards. He created some of the post-apocalyptic backgrounds, and those set in Skorch, Blackwolf's castle; you can see one in this scene, for example.
