If you give a single cent to these people you are a fucking retard and continuing to following the lie that AI uses copyrighted material. Such legislation will be shot down in the first battery in court.
There is no copyrightable material within an AI weights/models/perameters. It doesn't have any means of lossy compression or acquiring said data thought other means. If it did not only would it violate copyright but it also technically would not be a AI or machine learning.
As far as scraping goes, if you put anything online and have links to it your work is already scraped, scraping or training is fair use. It would be akin to having a stipulation of "human eyes only" shrinkwrap agreement on every image which would never pass because by default machines are already "viewing" said work.
Web Crawlers would adhere to robots.txt which all search engines and image scrapers "MAY" adhere to but it isn't a requirement legal, technical or otherwise. Stability and Open AI for the record do not follow robots.txt.
