So this isn't a bad picture, the way you've drawn the motion and the body is quite nice, if just a little stiff. I've made a quick edit of your picture to point out the main issues, and I'll just explain them one by one.
So by far the biggest issue you have is that it doesn't look like it's underwater. If you look at any picture of humans underwater, you'll realise that it's primarily in shadows with bits of highlighting. That's because only a little bit of light reaches below the surface. What I've done is simply apply a multiply layer with a dark blue, and very roughly add highlighting on another layer on top. Also, unless you're very close to the surface/blonder, hair should be mostly dark with very little light whatsoever. Basically, REFERENCE!
After that I just made a few minor edits, I added some random fishes in the background to make it less empty, and then I filled the foreground with more seaweed and rocks. Corals would work as well to add variety, but I'm not sure what type of ocean this is supposed to be and avoided making assumptions.
Finally, I've edited the tail. You don't have to do it like I did, it's just an example, but the lines you've used as well the black makes the tail looks almost scraggly, like a stonefish. The tail should generally look smooth and scaly instead. I did it in a very lazy way, so go study fishes yourself. Finally, bent of the tail seems slightly weird, so I corrected that. I think the tail should be a little thinner to look more hydrodynamic, but I'll leave that up to you.
