You can get at all the immediately useful tools in CSP without it taking up a third of your screen thanks to this thing called a hotkey. Anything not immediately necessary springing into place any time you exit fullscreen isn't really an advantage, since the odds of wanting the important stuff up while you're drawing way outweigh the odds of wanting to see the entire print layout. Double-shelfing the tool presets and the brush sizes in that quoted interface is 100% unnecessary, literally no reason to do it, and the stretched thing I cropped out normally lies down the side instead of using a tonne of grey space on nothing. I'd imagine this'd all be obvious the second you start actually using the interface but I think from all your kneejerk projecting we both know you don't actually do that.
This has the same tools in it except I shelved layer properties because that's another thing you'll only ever want to look at very infrequently and don't have the print layout up because you'll literally never want that while drawing.
