Except he says that you need both and gesture its just the fundament on which you build with construction and anatomy.
He acknowledges that you wont be able to make great sketches just yet but it is such important topic that he thinks its worth teaching early.

It is not meant to replace either of those, in fact construction and anatomy are explained separately, with direction on how to do gesture that make use of both and how to apply it on top of that gesture.
