Although I think it might be controversial, generally you wanna abuse every technological tool that helps you improve your drawing, but I don't think you should use tools for the head's circles yet , not in this stage.
Try to do it free-hand as good as you can. It'll help you get a better and better feel for your tablet.
Its completely normal that the circle/construction lines are a pain in the ass in the beginning , that's probably one of the reasons why its being practiced so much at the start of the book.
