Sounds like a disciple of the dynamic sketching/Peter Han style studying. It's true that it forces you to be more conscious of the marks and shapes you put down. It's worth doing, but remember that it's just one approach out of many. Personally I find this style of sketching to be difficult to do digitally without the grip of paper.
The only thing that is close to being a rule about this is you absolutely, 100% MUST sketch without any stabilizer whatsoever.
Stabilizer is for inking/finished lineart only. Using a stabilizer while sketching trains you to use the wrong muscle memory and be less conscious of your mark making. I did it for a couple of months and I couldn't draw when I picked up a regular pencil. Avoid it at all costs.
