You have the basic idea down, but it feels a little too flat. I think is down to her body and skull being too narrow? I am a believer that the less amount of neck visible the better for chibis!
I know Chibis are meant to be simplified and exaggerated but sometimes adding in little details like fingers (I sometimes cheat and only draw 4 fingers)can add more to the characters emotion.
I hope that makes sense? other than that she is friggin adorable and I didn't go anywhere near her face because you did that perfectly.
(ugh... someone teach me how to draw Kemonomimi?)
