Study video on how flesh seems to bounce alongside the body.
An easy way to explain it is imagining there's a string that attaches 'loose' objects to a solid base, such as breasts/hair. Of course they're not strings, it's solid planes of flesh/playdough/polygons/whatever-the-fuck, but this can give you an understanding of how to apply it in 3D space.
The solid base is going to do a movement, and in order to animate the loose objects attached to it properly, you'd have to keep in mind the idea of inertia and according to physics and common sense, an object in motion will stay in motion, and an object at rest will stay at rest.
Applying this to tittorinos and hair strands, they're obviously attached to the body very strictly, so imagine this string having tension, causing the object to follow behind the base.
