Just a hyperbolic way of saying they never actually get around to developing their color skills. Not literal ngmi desu.

There most certainly are. I've seen many professional artists who suffer from this actually, where their colors are really subpar in comparison with the rest of their work. I just think it's a shame because you can really tell how much better it is when someone masters color. I don't even mean colorful paintings, but the mastery is apparent even with more muted tones like pic related.
