Japanese artists get their style by copying other japanese artists.
The current anime look is the result of decades of art style inbreeding from japanese artists. All they do is copy each other and who came before them. Essentially, all artists are indirectly ripping off Osamu Tezuka's art sensibilities.
Even Hayao MIyazaki complains that japanese artists copy each other off instead of drawing from life.

The answer, most of the time, is yes, but I think it would be more accurately to say that it depends from artist to artist.
There are a lot of artist who learn by drawing from life, like Junji Ito, Ryoichi Ikegami and Takehiko Inoue, and then there are the artists who learn by copying other artists, like Shoji Sato, Lynn Okamoto, Atsushi Okubo and the lazy faggot who drew Hellsing.
Not only that, but almost all manga borrows it's visual composition from ancient Japanese art, like Ukiyo-e for example.

It is worth noting that a lot of early manga artists got their place in the industry by ripping off Tezuka's art, which was already highly symbolic to begin with.
