Hey anon, a few things.

Generally with painterly anime styles, one thing that's done a lot is fading the linework into the actual painting via a combination of overpainting on top of the linework and recoloring the lines themselves where applicable. This helps fade the lines into the surrounding colors while still keeping them as separating elements.

You've also overemphasized some of the values on the jacket and underemphasized some of those on the shirt. What you're really going to want to do is round out the forms of your work with shading and color, which isn't something that you've really done much of at present. It doesn't seem as if you've thought very heavily about the shapes present in the jacket, and have also been afraid to paint outside of your lines to provide additional volume where necessary.

As >>5096334 said, a lot of people will render the skin to a lesser degree than everything else, but you're still going to want to give things a sense of roundness via subtle shading and highlights. It's ultimately all about casting light around the rounded portions of your forms and creating divisions via color that point to a semblance of detail. Or, this is how I try to handle it, anyway.

Also, don't forget that highlights and shadows have colors based on the color of the light and the nature of the material it's being cast upon. There are some mismatched colors and values in your lighting work here that seems to stem from a lack of consideration as to the materials you want to render and the lighting that you want to portray.
