I worked in the industry for about 4 years now, all the studios use tablets, some even use pen display tablets if they are fancy.
It`s not hard to use a tablet, a little practice and it becomes second nature, drawing on paper is great but it is way slower, you cant scale or deform your drawings, you cant rotate your drawing, you need to erase and do it all over again, plus it takes a loooot of space to store that amount of paper and you need too hire actual people to scan it, store the finished animation and keep a record. It`s just not worth it digital is faster and cheaper in the long and short run.
I cant speak for Japanese studios though, never worked on one, they are slave drivers and penny pinchers for what i heard.
