i remmeber having that problem too as a beg, the theory is that you need to modify the meme ball with the anime landmarks, and that's it but nope, the problem is that drawing the ball and the landmarks correctly is almost impossible at best you will be 85% accurate so following the landmarks without devitaion will end in a shitty face, the loomis method or any other method is just meant to be to used a guide not something to rely 100% on it.
what worked for me and a every other non beg artist is to learn the fucking thing you are drawing instead of relaying on landmarks and methods, in your case study the planes/forms of the face, you can use landmarks but never be bound to them.
ie:
the 3DPD waifu's head its obviusly different from the anime proportions, and both of the anime heads dont have the same proportions.
using the loomis method will just give you the loomis head, but it's the idea on how it works what you need to learn so jut modify the meme ball with anime proportions, but you need to know the fucking anime proportions first, and that's hard because a lot of the anime out there is heavily stylized, so get a fuck tons of refs and try mapping the face and take notes of the landmarks you want to keep.
Next is use your new anime head construction, i will strongly recomend to go from very basic shapes/forms before going for really detailed stuff, the eyes for example, as you can see they are pretty basic you can add more details as you get more confident and then make your own stylization.

The second part is about the jaw, the jaw is not really that complex, it's like a horse shoe at the bottom but most anime faces aren't like that, in this case im using that Marine reference, the basic shape is like a shovel but you nedd to be able to see it's whole form at any angle, in your drawings the forms of the cheekbone, nose bridge forehead are almost not existent, even if you get the jaw right it will still look like crap.
