yeah, no. if aren't good enough at drawing to draw realistically, you aren't good enough to draw cartoons well. all good cartoonists can do realism, it's what gives them the foundation to be such good cartoonists. pic related.

find and read 'understanding comics' and 'making comics' by scott mcloud. they're ubiqutous books so your local library may have copies. check the sticky to learn more about art fundementals.

as for characters...yeah, i see your problem. the one you've got in the picture is...kind of generic? dude looks like an invader zim escapee, right down to the 'i'm INSANE that makes me SO EDGY' aspects.
originality mostly depends on your genre. read all sorts of things in your genre to make sure the character you are making in that genre isn't doing exactly the same things as all the other characters people are making in that genre. and read all sorts of things outside your genre, too. be well read. your library probably has a comics section, and if not you have a perfectly good internet connection.

keep in mind: what does this character need? what does she want? how do her wants and needs conflict within the character? how do her wants and needs conflict with the outside world? how do they conflict with other characters? how does the character change throughout these conflicts and how does the resolution of them affect her? how does that change impact everybody else?

and yeah, you DO have problems with story and theme if your characters suck. Your characters ARE the story. Everything that happens in the story should happen as a result of characters wanting things, doing things.
