It's because the highlights don't accurately portray the shape and 3-D nature of the legs. The leg closest to the camera is drawn quite flatly, and the highlights wrapping around the knee don't help. The tights are also a warm tone which makes it look like meat. You don't want to wear a warm toned hose with a cool shirt anyway.
There are some other areas that appear flat, the face is one of them, it just doesn't look like a believable face, and that's something you have to notice and correct on your own over time. Understand where the bones in the skull, cartilage, and soft tissue protrude outward and those will be your highlights. Combine with shadows to create depth in the face.
Your skirt gets a bit flat across the stomach. It's not too noticeable, but some of your creases go straight diagonally across, which makes it look more like a box than a body. Just make slight curves in the creases to follow the body's contours.
Your shirt is also a bit flat in the sense that there isn't as much depth as the skirt or the pantyhose. You aren't going dark enough in the shirt or hair which brings unbalanced attention to the legs, which competes where people want to naturally look, the face.
These are some minor things that others haven't pointed out that can really take what you've done to the next level. Sorry I've only focused on the negative.
