So, if you specify in text that the character is 18+, is it okay? Or is it just not allowed to have anything that remotely looks underage? Do I have to draw all my characters with big boobs and hips?

One has to ask whether you want to seriously learn how to draw or if you're just trying to save yourself from being criticized.
Jaw is way too wide, no separation between the jaw and chin, eyes too small, crap eyebrows. Go do actual studies for a couple months and try again.
