You're scribbling your lines way too much, concentrate on making your strokes thoughtful and effective or it just comes across as a cluttered mess. It confuses the eye, clutters the form, and detracts from the quality of your sketch. I'm sure you didn't need to make 12 separate strokes to define the chin. Also watch out how you're lifting your pen and the shape you're forming with your stroke. It's really noticeable in the bangs, you can see curls in the line at the top of the strokes of the bangs. The form doesn't curve in there like that so why should your strokes?

Also I have no idea why you make those guidelines without the intention of following them.
