It's kinda stealing, but it depends on the outfit. The more iconic/unique the outfit, the more like stealing it is. You can't just take Naruto's jumpsuit and slap it on your oc, but you could probably slide with taking a casual contemporary outfit from a character. It's still best to make adjustments to tailor it to your character and make it into something new, if only to avoid accusations of plagiarism like pic related
