I assume you mean using the 13HD as a 'traditional' tablet with its screen reserved moreso for utilitarian purposes, (housing toolbars and dockers, etc.)?

Resolution parity is certainly important, otherwise any shapes you draw will be warped. However, most tablets are made assuming 1920x1080 resolution anyway, it's more about the overall size of the active area of your tablet opposite the overall size of the display you're using it on. Depending on how great the difference in size between the two it becomes the primary cause in that disparity between "seeing vs doing" a lot of tablet users report. With that in mind the 13HD wouldn't be that bad to use in that manner. Its drawing surface is about 2 x 1 inches larger than an Intuos Medium and only around 1 x 1.25 inches smaller than the Large. That doesn't sound like much but those inches definitely add up

A 23-inch monitor is starting to push it even for an Intuos Large (t. second monitor is exactly that) if you're looking for really tight control, but isn't bad by any means. Given that the 13HD is only a little smaller it might be worth a try if you're having color issues with the Cintiq or are simply tired of using the otherwise very cramped screen itself.

If you're entertaining the thought of buying a 13HD for that express purpose I'd really recommend against it, but if you already have one and are looking for a change of pace it might be something you can try playing around with. It should work similar or better than nearly all other conventional tablet options, with a handful of exceptions of course.
