This is a modern take on a style that was popular in the late 80s and early 90s. If you look at the show itself, it tries to emulate the hand drawn look of the 80s and early 90s, by including lines and hatching in the art, and more layers of shading, both of which were staples of old-school anime, that have been virtually wiped out in post-2000s anime.
