This mistake seems quite common. Its what happens when a beginner who tired to draw anime uguu faces wants to show the dip in the face under the brow ridge and above the cheek bones where the eye sockets are. I know because I used to do that. Of course, it can be done purposefully for stylization but it's usually more masterful than this. It's not even that deep unless the character has a huge brow or if they're cheek bones portrude. Doing it like in OP makes the cheeks look inflated.
