I'm working on Photoshop, and one similar option was to rotate it 1-2 degrees, then use the "Transform Again" command several times

But in the end I decided it was easier to use the polygonal lasso tool and just redraw the bubble using the low-res version as a guide. I also transformed it into a path so I can re-use it in the future and adjust the brush strokes to be softer/harder.
